In accordance with the spirit requirements of the Regulations on Public Health Emergencies of The State Council (hereinafter referred to as the Regulations), this plan is formulated in order to effectively prevent, timely control and eliminate the harm of public health emergencies, ensure the health and life safety of teachers and students, and maintain the normal teaching and working order of the College。

This plan is applicable to the emergency treatment of major infectious diseases, mass diseases of unknown cause, major food poisoning, major occupational poisoning and injury, natural disasters and other emergencies that cause or may cause serious damage to the health of teachers and students。

1. Job requirements

1.Give priority to prevention and make unremitting efforts。It is necessary to raise the awareness of teachers and students of the school to prevent public health emergencies, improve various systems, implement various preventive and protective measures, and reserve personnel, technology, equipment and drugs to prevent problems before they happen。

2.Quick response and decisive measures。All relevant functional departments should closely monitor and make rapid response to public health emergencies and possible public health emergencies, rely on collective, believe in science, and decisively take effective measures to reduce possible losses to a minimum。

3.Unified leadership, different levels of responsibility。Each working group should perform its own duties under the unified leadership of the school leading group, give full play to its subjective initiative, and do a good job in the emergency handling of public health emergencies。

4.Unimpeded access to information and enhanced cooperation。All relevant functional departments should cooperate and share resources to effectively respond to public health emergencies. When necessary, teachers and students should be extensively mobilized and organized to participate in the emergency handling of public health emergencies。

2. Organization and responsibilities

The school hospital should actively organize and participate in the training of relevant knowledge and skills for emergency treatment of public health emergencies, and keep close contact with Guiyang Health Bureau, the Municipal Center for Disease Control and Prevention and the Municipal Emergency Center, and carry out relevant work under their guidance。

It mainly undertakes the control of the environment and personnel flow of public health emergencies。If necessary, with the approval of the university leading group, request local public security organs to reinforce。

All departments and departments (units) shall, according to the requirements of the College, set up corresponding institutions to strictly manage and control the risk factors that may cause occupational poisoning or injury, and formulate corresponding emergency plans for public health emergencies。After receiving a public health emergency alert，Should be within the scope of their respective responsibilities，To actively participate in or support the relevant work of emergency response to public health emergencies，Cooperate with relevant departments to carry out investigations，We will do a good job in providing ideological stability and life services for teachers and students，Timely understand and report the ideological trends and service needs of teachers and students。

3. Reporting and emergency activation

All departments, departments (units) or individuals have the responsibility and obligation to report timely when they find that public health emergencies have occurred or may occur on campus。The college shall promptly organize investigation and verification after receiving the report。If it is confirmed to be a public health emergency after investigation, the college shall announce the launch of an emergency plan。If there is a major epidemic in the country or the region that may affect the College, the emergency plan should also be activated as required。The emergency activation level shall be strictly controlled and implemented according to the National Emergency Plan for Public Health Emergencies or the Emergency Plan for Major Food Safety Accidents in Guizhou Province。

After receiving the alarm, all relevant departments should immediately enter the working state。The emergency working group of the school hospital should be immediately in place to carry out medical investigation and rescue treatment, propose specific implementation measures for isolation and detention or transfer to the local hospital, and immediately organize implementation after approval by the hospital leading group。If necessary, with the approval of the leading group of the Institute, timely contact with the Guiyang Center for Disease Control and Prevention and the municipal Emergency Center, and carry out work under their guidance and support。

After receiving the report, the Security section of the college should rush to the scene of the incident as soon as possible to carry out on-site control and isolation, preserve material evidence, investigate and collect evidence, control population flow, strengthen public security management, and maintain the normal work and teaching order of the college。If necessary, the Council's leading group approved the intervention of local public security organs。

In the event of a public health emergency, the General Affairs Section and the logistics group should arrive at the scene of the incident at the first time, participate in the relevant on-site investigation, and provide relevant logistics support after the emergency plan is launched。

According to the national public health emergency reporting system, the medical technical team should be in2Report to the leading group of the hospital within hours, including the location, cause, process, current situation and treatment process of the incident。After the initial report, it is also required to report any developments that occur。Event origination10A summary report should be completed within working days, including the occurrence and development of the incident, the measures taken by the college, future measures and suggestions。

The working groups should communicate and cooperate closely in a timely manner, report the relevant situation in a timely manner, implement the relevant work requirements as soon as possible, and spare no effort to minimize the possible damage。

The college immediately reported to the provincial Department of Education and submitted information to the Guiyang Municipal government in a timely manner。

Iv. Work tasks

(1) Investigation　

For public health emergencies that cause or may cause damage to the health of teachers and students, a health investigation should be carried out immediately, and the investigation should adhere to the principle of "vertical to the end, horizontal to the edge", leaving no dead ends。Students shall be responsible by the Student Affairs Department of the College, and assigned to the class or dormitory. Teachers shall be responsible by the comprehensive office of the College, and each department (unit) shall designate special persons to be responsible。

The content of the investigation is determined by the public health emergency:

For infectious diseases, the patient, the contact history of the epidemic area and the relevant clinical manifestations should be investigated。

Food poisoning should investigate the confirmed or suspected toxic food, related clinical manifestations, and the purchase channels and production of related food raw materials。

Occupational poisoning should be investigated for confirmed or suspected chemical or physical causative factors exposure history and related clinical manifestations。

If necessary, medical clinical examination should be taken,Pay attention to specimen retention, sample preservation and environmental protection。No one may evade or obstruct the investigation under any pretext。

(2) Isolation, observation and treatment　

Those who have a history of contact with infectious diseases or epidemic areas but have no clinical manifestations should be isolated and under medical observation。If necessary, the emergency response leading group shall designate a special place as a medical observation and isolation point。Medical observation and isolation points should be staffed with management (or security) personnel, service personnel and visiting doctors。If conditions permit, teachers may be quarantined at home and under medical observation, and their management and life services shall be undertaken by the neighborhood committee and their department or department (unit)。

Those who contact or may contact toxic food, toxic chemicals, etc., but have no clinical manifestations should also be admitted to the school hospital for medical observation。

For those who have similar symptoms of infectious diseases, but do not meet the suspected or diagnostic criteria, they should be quarantined for check-up and treatment in school hospitals。

Those who meet the suspected or diagnostic criteria should be transferred to designated local hospitals for isolation treatment in accordance with the relevant provisions of the State。

For confirmed or suspected cases, close contacts should be quarantined and observed according to the relevant requirements of the state on infectious disease isolation。Students' dormitories shall be isolated by dormitory, corridor or floor, and other close contacts in the class shall be sent to the medical observation and isolation point designated by the college for isolation and observation。If the incubation period is still asymptomatic, the quarantine can be lifted after corresponding examination to rule out the possibility of disease and approval by the health Technology Group to the school leading group。

At the start-up stage of this plan, the university hospital shall, in the spirit of being responsible to the college, teachers and students, and the principle of safety first, conscientiously do a good job of outpatient triage, and timely report relevant information and data to the hospital leading group according to the requirements of daily reporting。All departments and departments (units) should also do a good job of morning inspection according to the requirements of the hospital leading group, and report the relevant information and data to the hospital leading group as required。

For patients with other emergencies, the university hospital should quickly find out the cause and give active and effective treatment。Lack of equipment and technical conditions, should promptly ask the local hospital reinforcements or transferred to the local hospital for treatment。

(3) Disinfection

For infectious diseases or diseases of unknown cause, the college environment shall be disinfected。Disinfection is carried out under the guidance of the health Technical team, so that the responsibilities are clear and the work is implemented。The General Affairs Section shall be responsible for the disinfection of teaching environment and public environment;The student dormitory is the responsibility of the student affairs office of each department to each student dormitory head;The disinfection of the office, work, production and experimental environment of each department or department (unit) shall be carried out by each department on its own。

The living, learning and activity environment of confirmed or suspected cases is the key area of disinfection, which should be strictly carried out under the guidance of the health Technical team。

Food identified or suspected to be contaminated should be immediately stopped from sale, sampled for future inspection, and sealed up on the spot。Contaminated cutting boards and cooking utensils should be cleaned and disinfected in time。

For chemical or physical pathogenic factors that cause environmental pollution, including air pollution, an expert group shall be formed by the relevant (ministry), propose corresponding solutions to eliminate hidden dangers and remove pollution, and organize implementation under the premise of ensuring safety。

(4) Control of personnel flow　

In order to avoid the spread of the epidemic, the college should do a good job in the control of personnel flow。The Security Department should strengthen the guard at the school gate. All teachers and students in the school should enter the school gate with valid certificates. No one outside the school should enter the school。The teachers and students of the school should understand and cooperate with each other to do this work well。Those who violate the relevant regulations of the college will be given notice of criticism and even administrative sanctions。

If the epidemic involves holidays, the leading group of the hospital should put forward opinions on early or delayed holidays for the party and government leading groups of the hospital to make decision-making references, and do a good job of epidemic monitoring during the holiday。

(5) Information communication and release　

In the initial stage of the plan, in order to effectively monitor the progress of public health emergencies, all departments (departments) should do routine investigation and report every day, and report special cases at any time。
