1. Object and conditions of application

（一）2009-2019 Primary Service (employment) graduates must meet the following conditions to apply for tuition fee reimbursement or loan compensation:

1.At least 3 years of continuous service (employment) in grass-roots units;

2.The period of 3 years for the reimbursement service of the grass-roots tuition compensation loan to be declared in 2022 is defined as before September 30, 2022。

（二）2006-2008 Junior Primary Service (Employment) graduates must meet the following conditions to apply for loan compensation:

1.The employment types are five types of grass-roots service (employment) projects, namely: the selection of college graduates to work in villages, the special post plan for teachers in rural compulsory education stage, the "three support and one support" plan, the voluntary service plan for college students in the West, and the project of one college student in one village;

2.At least 5 years of continuous service (employment) in grass-roots units;

3.Apply for national student loan during school。

Second, tuition compensation national student loan compensation standards

The actual tuition fees paid by graduates during each academic year or the principal and interest of the national student loan are higher than thatIn the case of 6,000 yuan, the amount of compensation or compensation shall be 6,000 yuan per year;If it is less than 6,000 yuan, compensation or compensation shall be implemented in accordance with the principle that the principal and interest of tuition fees or national student loans are high。Graduates who have enjoyed tuition fee remission during their stay in school shall be deducted according to the facts。

三、Does not meet the compensation, compensation object

（一）Graduates who graduated before 2005 (including 2005);

（二）From 2006 to 2008 to participate in the five major projects at the grassroots level without national student loans;

(C) at the time of graduation to the provincial grass-roots units employment services, beyond the employment transition period of graduatesGraduates of 2 years or above;

(4) Graduates who have enjoyed the policy of full tuition exemption during their school years;

(5) Graduates who have benefited from state subsidies for conscription for military service and education subsidies for retired soldiers。

(6) City (state), county (city, district) sub-district offices, communities and county towns do not belong to the scope of tuition compensation loans (see annex)1）；

(7) Six districts of Guiyang (Nanming District, Yunyan District, Wudang District, Baiyun District, Huaxi District, Guanshan Lake District)，Zunyi City two districts (Huichuan District, Honghuagang District)，As well as Guian New area and county-level development zones, scenic spots, economic development zones, new areas, parks and so on，Directly managed units at or above the county level, such as university towns and vocational education cities, do not fall within the scope of tuition compensation loans;

(8) Non-frontline jobs in hard industries do not belong to the scope of tuition compensation loans。

(9) The work unit is a private enterprise not covered by compensation。

四、Submit materials

（一）2009-2019 Graduates of primary service (employment)

1.Application form for compensation of National student Loan for grassroots employment tuition compensation of ordinary colleges and universities of Guizhou Province (Attachment 2, triplicate);

2.Guizhou Province tuition compensation National Student Loan compensation assessment form (Annex 3, triplicate);

3.In 2022, Guizhou provincial colleges and universities grass-roots employment tuition compensation National student loan compensation application list (Annex 4), I fill in the electronic file, print and sign and thumbprint;

4.The copy of the annual examination form of the grass-roots service unit where I work (must be for three consecutive years), the copy should be marked "consistent with the original" and stamped with the official seal of the assessment unit for confirmation);

5.Copies of the employment contract and recruitment documents shall be stamped with the official seal of the personnel department for confirmation;

6.A copy of the ID card, a copy of the normal use of the first class industrial and commercial bank card (copy the card number and sign the copy);

7.Copy of graduation certificate;

8.Loan settlement Voucher (for loan repayment students only)。

(3) Submission time and address

五、Relevant requirements

(1) National student loans include national student loans for colleges and universities, local student loans and local student credit loans issued by the Rural Credit Union at discounted interest by the government;

(2) Grass-roots units refer to township organs, public institutions, villages (neighborhood committees, communities) below the county level in our province.，Including township (town) government organs, rural primary and secondary schools, state-owned agricultural (animal husbandry, forestry) farms, agricultural technology promotion stations, animal husbandry and veterinary stations, township health centers, family planning service stations, township cultural stations, etc，And the work site is located in the province and county below the first line of meteorology, earthquake, geology, hydropower construction, coal, chemical, petroleum, nuclear industry and other difficult industry production;

(3) For graduates who are transferred and eligible for compensation, the first receiving unit and the second receiving unit jointly issue a certificate to prove that their work place and the nature of their work meet the conditions for compensation, and the service period must be continuous and there must be no interval between them。
